Global Resource Strategy Forum
Global Resource Strategy Forum
(Mission, Objectives & Framework Document)
Mission Statement
The Global Resource Strategy Forum (GSRF) is an international initiative dedicated to advancing cooperation among governments, commercial enterprises, research institutions, and civil society in order to ensure sustainable, secure, and equitable access to the energy and resources that underpin human progress.
Our mission is to build strategic frameworks, processes, and systems that empower nations—particularly those with emerging and aspirational economies—to collaborate in the exploration, generation, and responsible management of energy and essential resources.
We recognize that the future of humanity is interdependent. Reliable, affordable, and sustainable access to resources is not only a foundation of economic growth, but also a guarantee of human dignity, fairness, and long-term resilience.
The GSRF draws inspiration from the maxim ‘Vasudhaiva Kutumbakam’ — the world is one family. At a time of growing global rivalries and fragmentation, we seek to replace competition with cooperation, designing strategic solutions that can endure across generations. Our commitment is to provide nations with practical, forward-looking mechanisms that secure resources for today while safeguarding the rights and prosperity of tomorrow.
Objectives
Strategic Frameworks for Resource Development
Develop institutional and cooperative structures that allow countries to jointly explore, generate, and share resources. Promote long-term agreements and treaties that stabilize access to energy and natural resources and reduce vulnerability to geopolitical or market shocks.
Platform for Cooperation and Dialogue
Serve as a neutral, trusted forum for engagement between governments, private sector leaders, academic experts, and civil society. Facilitate multi-stakeholder partnerships to address shared global challenges in energy and resource management.
Energy Security and Sustainability
Support investments and innovation across renewable, conventional, and transitional energy systems. Strengthen supply chain resilience and regional cooperation mechanisms to ensure reliable and affordable access to energy for all.
Research, Science, and Technology
Foster joint research programs, innovation networks, and knowledge partnerships. Advance frontier technologies in resource mapping, clean energy, storage, smart grids, and sustainable distribution systems.
Finance, Trade, and Settlement Systems
Establish fair, transparent, and resilient mechanisms for financing, investment, and settlement in global resource development. Encourage the adoption of multi-currency and digital settlement platforms to enhance inclusivity and reduce systemic risks.
Infrastructure and Logistics Cooperation
Facilitate cross-border collaboration on pipelines, energy grids, ports, transport corridors, and digital infrastructure critical to resource flows. Support regional infrastructure-sharing models that reduce costs and build resilience.
Capacity Building and Knowledge Sharing
Design training programs, academic platforms, and professional exchanges to strengthen global expertise in resource and energy management. Promote peer-to-peer learning and South-South cooperation in resource governance.
Policy Dialogue and Governance
Convene high-level policy dialogues, summits, and working groups to harmonize governance standards, regulations, and strategies. Promote responsible, accountable, and transparent models of resource governance.
Resilience and Intergenerational Responsibility
Advance climate-conscious and sustainability-oriented strategies that balance immediate needs with long-term priorities. Embed the principle of intergenerational equity in resource management, ensuring that decisions taken today do not compromise the future of humanity.
Framework
The Global Resource Strategy Forum (GSRF) is envisioned as a strategic hub for cooperation, designed around three core pillars:
1. Dialogue & Cooperation — A platform for governments, industries, and knowledge institutions to collaborate constructively.
2. Strategy & Innovation — A space for designing forward-looking frameworks, integrating science, technology, and finance.
3. Action & Implementation — Practical systems for financing, infrastructure, logistics, and policy harmonization that translate aspirations into results.
Through these pillars, the GSRF aims to bridge divides, align interests, and secure humanity’s shared resource future.
